The project is scheduled to be built in the area of Possum Hill Rd, and Bowles, Village of Worden, Il. The parcel of land was previously zoned as agriculture.
On December 4, 2024, Cenergy Solar was drilling core samples in the area of the scheduled solar panels installation scheduled for spring 2025 unless blocked.
The letter addressed to Mayor Preston Hall documents that Cenergy agrees to pay the Village of Worden between $40.000 and $60,000 after final approval is received. Full documents with Madison County Zoning documents are attached below. The agreement to accept these funds fails to take into consideration the residents and their home values. The implantation of an ordinance similar to what is being used by the City of Edwardsville requiring Village Board approval of any residential or commercial development with in 1 1/2 miles of village limits would have allowed village board members to object to this development. This development should require the solar project cannot be undone based on the failed decisions of current elected officials, but a request can be made to have them obtain a bonding insurance policy to make residents financially whole in the event of hazardous waste cleanup.
If you believe as a resident the mayor held more of a responsibility in conducting public meetings to make residents aware, then you are recognizing a need to vote for a new Village Mayor and New Village Board Members.
The project site will comprise roughly 28 acres of land of 148-acre. The project site is currently owned by the Gary L. Fritzche Trust. This solar project fails to consider the depreciation of home values and the possibility of hazardous waste.
The picture is a solar project site already approved by Madison County Zoning and installed near Highland, Il, The solar project will be similar in construction with approved structures and wire fencing for the requested solar project in Worden, Il.
An email to Jen Hurley, Madison County Board, dated December 14, 2023, from Patrick Burns - Cenergy Power reads, "Looking through Madison County Zoning Ordinance, it looks like drilling for coal and minerals is a permitted use, and we are curious about what sort of permits and what the time timeline would look like to commence drilling." A FOIA was submitted to the Madison County Zoning Board for any environmental study involving the parcel of land where the solar panel construction will be located. A document dated March 31, 2023, valid for two years and scheduled to expire on March 31, 2025, references endangered species protections and natural area preservation.
